To be sure, Li could also resort to harsh “legalist” methods in waging his moral crusade against corruption. When Li discovered during the war that a section chief by the name of Yuan had pocketed money after giving an inflated figure for a procurement report, he handed the official over to the military tribunal of the Ordnance Department, which sentenced him to execution. Li might have felt a sense of remorse at the verdict, but he publicly used the case to reaffirm his commitment to a Confucian-style leadership based on moral suasion.

I was distraught when I heard he was sentenced to death. I regretted that I had not been sufficiently vigilant before the case and could not rescue him after the verdict and let him make a fresh start. But I told everyone in the factory that Yuan’s case was a lesson for us. I strengthened my faith in our factory maxim [‘Treat others with care and sincerity; be faithful in discharging your post; be fair and honest; be industrious and pursue knowledge’], thus Mr. Yuan’s death helped our factory.15
